I am trying to develop an application much like a search engine and I will like to use Google search results and refactor them in my application.

Can I re-issue Google search results my own way and should I expect some legal troubles doing that ?

The websearch API page says:

Note: The Google Web Search API has been officially deprecated as of November 1, 2010. It will continue to work as per our deprecation policy, but the number of requests you may make per day will be limited. Therefore, we encourage you to move to the new Custom Search API.

The custom websearch API page says:

You can harness the power of Google to create a search engine tailored to your needs and interests, and you can present the results in your website. Your custom search engine can prioritize or restrict search results based on websites you specify.

Means you can go for it, but as per their policies.
