Heroku has offered to sponsor a conference run by my Ruby user group, and wondering if anyone has suggestions for finding, selecting, and managing speakers.

I would do some Googling for a start and figure out who the major players are for the topics you want discussed at your conference. –  Bernard Oct 7 '11 at 16:07

You can do a call for papers on relevant forums, mailing lists, and generally advertising your conference. You then should contact whoever you want to speak at the conference and offer them to speak or chair a session or do a key note.

Look for video or at least audio to preview speakers. You may find many that you can't afford, but there are others out there doing smaller conferences. They may be more likely to do it for free if they're in your area.
