I'm looking for sites similar to jsdo.it and jsfiddle.net.

I really like jsdo.it, as it provides a nice editor and the ability to fork, but I really can't stand the usability as it really gets to be a pain to use after a while.

I also like jsfiddle.net, but it too has some usability issues and the URL for your fiddle changes every time you save.

Are there any other good alternatives for in-browser HTML testing and development?

Tinkerbin lets you play around with HTML, JavaScript and CSS without creating files or uploading to servers. It also supports CoffeeScript, Sass (with Compass), Less, HAML, and more.

http://jsbin.com doesn't have a CSS pane, but the larger editing panes for Javascript and HTML make it nice if you're writing a lot of code. It's open source too, so you can run your own copy locally.

Tinker.io is a recent entry to the market. It's also open source, so you can grab the source code from GitHub if you have any special requirements.
