When designing and creating an Android user interface, are the basic interface designing facilities provided by the default SDK the best choice? Or are there plugins or 3rd party addons that makes the Android interface design better?

Are there tools that would allow me to export an interface built with HTML & CSS to the Android layout XML?

I would start with Google's Android UI Design site, http://developer.android.com/guide/practices/ui_guidelines/index.html.
