Is there a good source of best practices, programming standards and coding styles for different languages, specifically Ruby and Javascript?

For Ruby you should have a look at the answer in the following Stack Overflow question. For Javascript there is the following question on SO. You might also find Google JavaScript Style Guide useful.

I eluded to the Google guide, but there are other guides for all languages. It's useless to just list a couple of the specific URLs. –  Spencer Kormos Apr 17 '12 at 15:58

Not to be Captain Obvious, but have you tried Google?

Searching "[language] style guide" returned a number of results from good resources like Google (JS), GitHub(Ruby), Oracle formerly Sun(Java).

Otherwise, there's not going to be one central resource for all languages. You'd have to find resources from a place that either made the language popular or mainstream (as in the examples above).
