Is it possible to access and communicate with infrared or Bluetooth port with c++ or assembly directly (I mean without the windows interface)??

Yes, it's possible. That's what device drivers do. If you want to learn what it looks like, the Linux kernel is open source and includes a number of drivers.
However, it's highly unlikely that writing or modifying a driver is going to be the easiest way to solve your actual problem. A large part of my job is writing device drivers, but I would personally avoid writing a custom driver in your circumstance if I could help it.
