Where can I advertise my personal projects for free? Other than hosting services. It seems to get followers on github you need them to already know about what you're doing from another source.

Blog (WordPress is free and good), Twitter, Facebook friends (if they're interested), relevant forums (but check the posting guidelines first!).

First you need a website/blog to display your work. Then you need to link to it everywhere on the interent. Answer questions here that are relevant to your project and link to it, etc. Twitter may also be helpful.

Reddit is great if you're working on a project which the community might find interesting. There are a huge variety of subreddits, so if you're working on a new library or something developer-focused, you could try /r/programming. /r/android is a great place to announce Android games. Regardless of what you're building, there is probably a subreddit whose members will be interested in it, and you could potentially get some good exposure.

What is the goal of your project ? What is the purpouse of publishing online your project?

Getting notice / fame in the world ? Getting coworkers/followers ? Other goals ?

The website depends on the previous questions ;-)
