I checked out the 2011 NCAA basketball tourney during my lunch, and was impressed by the platform. I was particularly impressed by the implementation of the "Boss Button" which creates a relatively reasonable facsimile of Microsoft Outlook within a browser.

How did they accomplish this programmatically?

It looks like they did release a developers guide to the tournament experience: ncaa.com/mmod-developers – Zoot Mar 19 '11 at 22:45

The entire page is flash, when you click the "Boss Button" you're still in a flash application that just mimics outlook.
