I looked and looked, and perhaps I am dense, but I could not find an API for open source projects on Google Code, similar to that offered by Github.

Does it exist?

Well, there's the Issue Tracker Data API for working with the issue database, Subversion itself would be used for importing/exporting a repository (e.g. via svnsync), but other than that I don't think it has the same level of API access as GitHub.
