Is there an official Microsoft IRC server? If there isn't any, is there a community run IRC channels for Microsoft platforms like ASP.NET MVC, SQL Server, etc.?

There is no official IRC server for Microsoft technologies as far as I know. Freenode has some channels related to Microsoft technologies. For example ##ASP.NET and ##Csharp are quite active.

http://jabbr.net/ is a website built to showcase the power of signalr library. It is a normal website that you open with a web browser, but inside you can have a real time text chat with many people over channels just like IRC. Over time this website has become a popular hangout place for people to discuss Microsoft technologies.

there is a FAQ post at MSO about this: What is a “closed” question? Although maybe not IRC, StackOverflow has some chat rooms related to things like C#.
