How do you get in touch with fellow programmers (especially while learning new language) outside of work the place. I am keen to learn scala but I think that it would be better to get in touch with other developers first. I tried to find such people via local user groups but failed.

How to identify people in such cases?

You could just look for an interesting project on SourceForge that's written in Scala and join that. The people you meet there probably won't be local, though. – nikie Mar 31 '11 at 10:05

Also Twitter has a good source of developers on their you can follow and join in a chat. They usually have links to dev events in your area.

Lastly, Developer's blogs.

If you're really keen, some groups like ACM have chapters worldwide where groups can meet up and discuss things. I never did it so I don't know the specifics. Plus you get the latest news in publications like CACM.

Yep as others said stack is a great impromptu place I think. Found another stack link with good twitters to follow. Personally I've never had proper time to follow twitters accounts to see any hot tech news etc. Do find developer blogs quite interesting too.

to elaborate, INETA is an index of .NET user groups. Seek out local user groups in whatever flavor you fancy. I did this a few years ago and it got me in touch with the local dev community. – CAD bloke Mar 31 '11 at 21:21

Look around for local user groups for the language you use/want to learn. For Scala, there is the Scala Tribes site (which I just found on the Scala Language site). You might try Meetup or something similar, if you can't find something otherwise.
