Or are the two basically the same when it comes to figuring out how to build the right indexes?

MySQL's one better for MySQL and Postgres' one is better for Postgres.

Both databases' internals differ a lot, so the outputs of their respective EXPLAINs are constructed in a way that tells most about how each of them deals with given query.
