comment How to properly structure a collection of immutable constants
@neil I was thinking that it would be the way to go originally, but the only way that I knew how to implement such a structure would be to have it called from an external data source, which would be cumbersome in a standalone desktop app, and I dind't know what would be a good way to do so while having it imbedded within the app itself.

comment When is Java a good choice for web development?
@ErikReppen You could have the same statement for any language out there. For example in my experience I've found a good chunk of PHP developers produce terrible spaghetti code with no mind to re-usability, scalability, or security. Doesn't mean I'd dissuade folks from using PHP if they need a web app that needs to present data dynamically, ins't terribility complex and needs to be developed quickly and have no issues finding qualified developers.

comment Is unit testing procedural code effective?
@mattnz Ya I searched for procedural unit test, but not legacy. Figured that procedural != legacy since there's still new code being created in that format

comment How to deal with bad code?
The process is limited by the developers utilizing it. If they dont' truly understand it, or have bad habits such as what you've described and no-one to force them to change, it means nothing.

Ironically that is what happened today, so umm...mission accomplished? (did not crash it, but the timing was interesting to say the least)

I do as mentioned in my original writeup, but you are correct in that you should practice what you preach.

While you have a point, it's one that is a "last resort".

Yes we currently use SVN, and your'e right, those are some good reasons to use local dev environments that I've tried to illustrate, with limited success as this question illustrates.
