All standards are invented by someone. A defined set of rules is a standard, regardless of how many people use it. Am I wrong?

Can anyone try to give an analogy? Here's one that I'm imagining. The HTTP response is the package. The web page is the content of the package. The HTTP protocol is the standard that governs how the package should look like. How does that sound?

I don't get it. The HTTP protocol can describe a response from a server, which basically is a web page. Should that mean that the web page itself is a protocol?
