I think the issue is buying and then still needing further development and customisation, the cost of a little customisation on a large brought in system can often be more then writing your own small system that just does what you want. So buy if you can work the way the system you are buying expects you to work, but buy & customisation can give the worse of both sides!

@DavidThornley, I think a lot of the problem were from writing UI code in C++, these days most C++ code I see is not UI

@Jeremy, I found when I moved from C++ to C#, there was still as much badly written code (if not more), but at least it was a lot easy to find the part of the program that had a given bug.
