Good comment, (+1) to answer, I would argue that the Chief Programmer Team is not a principle but a response. True that he was very wrong about information hiding; but he also admits this in the 20th anniversay edition. I would argue that to much of what Brooks has said has not established itself in software development culture or we would not have such an extreme failure rate in software development.

+1 for making the checklist relevant to your team. I found that getting a team together so that they agreed what a peer review checklist would be a really useful exercise. That way the team own the checklist so it is a tool to improve quality not a stick to beat people with.

We mix high level and low level languages but only do so when there is some benefit to do so i.e. performance gain in the low level language offsets the complexity added to the project. Having similar components on the same runtime written in multiple languages seems like something that would add to complexity and overhead in a number of ways.
