I partially agree with you, but I think that most programmers have a lot more flexibility than they exercise, and a lot of the things you mention are things that the poster could bring in himself. Start using source control, even if the company isn't. Encourage others to follow suit. Start doing testing, start trying to improve things. If what you're working on sucks, make it suck less.

comment Why does the Perl community have such a bad reputation?
Honestly, a good bit of that reputation is probably being generated by the communities you're currently spending time in (i.e. the Ruby community). It's interesting, but a significant number of people in the Python and Ruby communities love to bash Perl (and everything Perl related, including the community). Curiously, the Perl community tends to be more interested in getting work done, so you see little bashing in return.
