@omouse - I have been writing software for over 12 years for some of the most successful businesses in their fields. I have also taught programming at a trade school part time after work. You assertion about the difficulty of learning programming is hogwash.

@ZJR - she is going to have metadata associated with it, which would allow for the inclusion of the metadata and file in the same request. Its more convenience than anything.

@Aaronaught - She specifically asked how would I do it and why. My first edition of my answer had all of that information. Under your advice, which I agreed with, I added more information. I also commented on a common example of transferring binary files since you said you had not seen it done much.

@ZJR - the ascii based nature of base64 encoding is required because of the limitation that http has with handling only text

@Aeronaught - everytime you download a file directly via a url (e.g. http://foo.com/someFile.whatever) you are exchanging a file via REST

I have all the ammo I need to talk everyone into it. I just need an official plan for executing it, when I present it. From the answers here, I have no doubt that I will come up with a repeatable solution.

This is a good idea, but it would require a high level of communication to enact. For example, when I'm coding, if I identify a method that is not being used anywhere, and it is not public, I will remove it.
