Two words: Edward Snowden (en.wikipedia.org/wiki/Edward_Snowden). Even the most secretive divisions within the US Federal Government don't have a good solution to this problem. What makes you (the OP) think you can do any better? Build your solution on trust and reasonable containment, not on superficial technological restrictions!

Is this answer satire? (A reasonable recommendation, sure... But come on - a good developer will likely be able to circumvent these measures. All he has to do is find one weakness in order to exploit it.)

The only thing I'd add is that sometimes it makes sense to go even smaller than "one request, one changeset". Larger requests should be broken down into smaller, incremental changesets. (As mentioned in another answer, development on a branch might facilitate this) Ultimately, I might adapt the aforementioned mantra as such: "One request, one (or more!) changesets".
