I've learned (to a greater or lesser degree of accuracy) PHP and JavaScript, and would like to learn something completely different for the sake of it. I'm a weirdo who actually enjoys reading (and sometimes writing) technical documentation.

If you're the Irish Post Office, you want to treat Northern Ireland differently to the rest of the UK: the postage rate is cheaper, and no doubt the procedure for actually delivering mail is different. Local concerns can override ISO standards.

Lots of people hate PHP (for various reasons, some of them very good), but its documentation is excellent. One reason you find the PHP docs easier to follow than the MySQL docs is not the nature of the languages but the nature of the documentation.
