@Ed, I'm not sure I understand - it seems like this approach would be try and make comments become something like a comprehensive requirements document or manual. Should comments answer "why" style requirement questions? I'm not sure, but it seems like if such a document doesn't exist, comments shouldn't try to fill in this space. I don't want to read a framework's comments to know how to use it either, I'd rather read actual documentation. If that doesn't exist, I'm not sure I'd rather read comments-trying-to-be-a-manual any more than just well written code.
