If someone is consistently late, why? Punishments for minor infractions of any kind wind up making you look like a stickler for the rules. What you need instead is for the culture to change, and for everyone on the team to care enough that they bring the others up around them. If that still doesn't work, you need to speak to the folks individually, and dig to the bottom of why they either don't show up on time, or don't care to show up on time, and deal with that issue instead. I.E. treat the problem, not the symptom.

Agreed. I'm too visual NOT to draw things on paper/whiteboard. I had a pen tablet for my computer for a couple of years, but felt it was weird since my hand wasn't literally drawing on the screen.
