Also just as an addition to the answer: unused "usings" won't affect the runtime of your code, as only the used "usings" will be loaded. They can however affect IDE and compile speeds: stackoverflow.com/questions/136278/…

I think this is a very sensible solution. Especially if the next guy to check in some minor code, suddenly gets a "failed test" notice and thinks it's something he has done.

SQl Server Express supports up to 4gb databases. That is usually enough, if it isn't then some other database is needed and you should probably take that up with the relevant people (IT guy, superiors etc.)

One thing that might change his mind, is if the cost of you doing so is higher (if you are more proficient in OO languages than a functional programming language).

I know this doesn't help, but I couldn't help but think of this video when I read this story: dvafoto.com/2011/04/… One thing he doesn say, is a lawyer helps you make money. I know your situation is different and you have a contract. But maybe you could talk to a lawyer and hear how you stand and what it would cost (and if he would do it "no cure no pay" style).
