@wasim SharePoint would be a good resource to store the "papers" but you would need to create a solution for automatic load to SharePoint if you want to scan them in. There is a SharePoint stackexchange site sharepoint.stackexchange.com for any questions you have on SharePoint.

I probably should have phrased my answer better, it has open source software and platforms, but the clr is not open source, like NimChimpsky said.
