I'm afraid I'm on the side of the developer using the GUI. You can spend an entire career without regularly writing CREATE TABLE scripts. Many people develop data models in CASE tools which automatically generate the DDL for you. In general, I shy away from any tests that mainly rely on memorising syntax, in favour of those that test a broader understanding of the issues involved

You are not really out on a limb here are you? No-one is saying bug rates are not important or shouldn't be used as one part of performance evaluation. The consensus seems to be that there shouldn't be a direct/fixed relationship, that other factors can must be considered. Your programmer (who is outside the SD for bugs) isn't automatically going to get penalised for it, if it turns out there are mitigating factors.

@Moshe - Why can't comments include questions? Questions can be rhetorical. In fact, I often us ? in my comments - when describing conditional code, rather that a dry explanation of the logic, it is often clearer to describe the logic as a question. E.g. "Has the qualifying criteria been met? If No, display warning to user."
