@StevenBurnap: Perhaps SQL implicitly defines the notion a 'practical problem'. So it can express every such problem. But it can't solve all of them.

I recall reading, but can't find the source now, that for many years Bill Gates named his occupation on his passport as "programmer". Which is a plus on his side, if true.
