If you know if(rows.Count == 0) will never happen, then you could raise an exception when it happens - and check then why your assumption became wrong.

You could use option one (order as Integer) with 100-steps. Then you need no re-order if you move one song, just take a value between the 100. From time to time you may need a new renumbering to get again gaps between the songs.

Perhaps you can rename the branch or add a last commit with a comment that this is a 'dead' branch and why you don't continue to use it.

Did you take a look to [gits submodules}(git-scm.com/book/en/Git-Tools-Submodules)? You could create a big project, the shared code and all projects buils there own submodules. (I'm not familiar with submodules, so I can't give you a real answer).
