comment Why doesn't Microsoft release UX frameworks to build UI's like their current UIs?
There was a ribbon control released way earlier than Office 2010. There was one that came out as part of the WPF Toolkit in 2008. That's how they release out-of-band updates for things like UI widgets. The Windows metro stuff is in VS 2012, which has been widely distributed.

comment Designing a library that is easy to use: composition or inheritance
There's a strong argument to be made that everything should be sealed by default. An inheritable class is effectively exposing an API interface. If they can't guarantee that'll remain constant and work, they shouldn't do it. Like you said - "Inheritance is tricky".
