Sounds like a new job and this has just happened. You might come up with a awesome process but How to implement a agile mentality in an existing project/team/company?. I would say get management to send you guys on a agile/coding course for a couple of days - do it together.

That is more for Proof Of Concepts. I'm talking when the Product Backlog is full and a sprint iteration is planned/defined. That when I check in for each task. Its also ok to 'associate' changes with a work item when it compiles but is not resolved completely. Either way as long as the work gets done:)

You write small chunks of code that pass your unit tests. If your not able to check-in each couple of hours your check-ins are too large. Change your workflow and give it a go.

Upgrade it to MVC3 yourself with the tool and ignore that developers opinion. He may have had a team to manage that just went through MVC1 to 2 or there may have been resistance from above.
