Actually, the neat thing is that most hosting companies will offer to configure the VPS for you (free or for a small price) with whatever software you need/want. They'll clearly do a better job than the average developer. If you can afford it, a VPS is the way to go.

Result sets returned by RDMBS-es are just that: sets, which by definition don't have a particular order. So the RDBMS can return them in any order it likes and change the order again on the next query execution. Relying on a particular order without an ORDER BY clause would be a mistake. I always try to explain this to my coworkers, but I'm only sucessful half the time :D .

It would be great to find some code comments or project documentation in these situations. Otherwise that hack or weird way to implement a function will remain a mistery. That developer may not even be in the company anymore, so there's no way for you to ask him about it.

OK, this is a good idea to check out. The team which I'm part of switched to TDD a few months ago. While we did see an increase in code quality (less nr of bugs and better modularity), we also saw an increase in development time. These things are subjective, but I'm pretty sure we can generate some statistics based on the entries in our bugtracker, JIRA etc. Now I'm curious too about seeing such metrics :) .
