Hi, Programming is hard and we as programmers understand that, it sounds like what you need to do is meet some people to help you along. Have you considered taking a course, it could be a good way for you to meet other people at your level and get some guidance on how to improve. Alternatively you could look for a local Users Group. If you want to stay with independent learning there is the Code Newbie program that has been started up recently.

I'm not sure that I can give a good answer to the question because I don't have a grasp of the rest of your architecture. What I can give you is a link to these two Martin Fowler articles. I agree @Marc Climent you should make a decision as to what rules to use and to know why you've chosen those rules, StyleCop is a good tool to get that conversation started. For anyone that is wondering the difference between putting usings inside/outside the namespace is spelled out quite well in this SO answer stackoverflow.com/questions/125319/… I didn't know the difference until I started using StyleCop. Once you know it's up to you to decide where they go.

Additionally, worst case scenario where for some reason the Junior is not able to answer the questions they should at least know who they were working with and so should know who to ask for help in answering the questions.

I'm confused as to your question. Are you trying to run a php application on a .net (Windows) platform? Yes you can do that. Or are you trying to migrate your application to a .Net environment, e.g. Asp.net in which case you'd have to rewrite it and then you would "have" to run it on a Windows platform.

comment naming convention for different types of functions (use prefixes or suffixes?)
I tend to consider prefixes and suffixes for specific types of methods to be a code smell. I'd rather just use a method name that explicitly specifies what the method does. In all cases not just this one.
