I'm doing 90% maintenance and 10% development, is this normal? I see people have given some good points already. My two cents: fight for your right - if you see a possible long-term gain by refactoring code then tell them. Make them understand it's good for the company in terms of maintenance cost, bug fix reduction and potential gains in development. I'm sure you can think of more.. :) also, you should consider introducing a task management system which you and your company uses to assign and administer your tasks.
