+1 render_to_string seems like the easiest solution. from there i can just skip the caching, since the file should be read straight from the public directory. right?

unfortunately the project spec says "any camera" whether usb or embedded. the client isn't technical and not programmers either. i haven't developed OS level stuff either but my guess is it's a difficult task, if even possible.
