@Stefan No, not everything at NASA has the same set of code standards. But every project involving software engineering has the same set of process standards. See NPR7150. nodis3.gsfc.nasa.gov/displayDir.cfm?t=NPR&c=7150&s=2 and even then this depends on the class of the software. Class A software usually involved keeping Humans alive in space. But class H software is general purpose desktop software. Class H software does not require verification and validation, but class A does.
