Checking the standards at compile time is more about education - providing a mechanism for the programmer to learn about (and comply with) the rules as they go along, rather than having to fix things later.

Disagree with this strategy... if you include a header file in a source file, you then have to track down all of its dependencies. It is better to include directly, than try and document the list!
