comment How to prevent code from leaking outside work?
I have to disagree with #3 - the exorbitant architectural costs of compartmentalizing your codebase to protect against what is a people problem is not worth it. In fact I would say that even splitting up your codebase based on VCS permissions is too expensive to justify. Look at the additional cost in unecessary merging, ofuscation from devs who are just trying to be productive and infrastructure to support this notion. Its why OSS will always win.

comment How can one manage thousands of IF…THEN…ELSE rules?
Decision trees and rule engines are used in precisely cases where there is no intrinsic value to modeling the aspects at hand as they are merely a means to an end to a calculation. You see this in healthcare software all the time. That being said if you are trying to model actual behavior you should try and do that. There are tons of cases where the only logic to be found in a problem is the result of thousands of if this then that ad infinitum. And its valid, thats why we have tools to deal with that.

comment Has “Not everyone can be a programmer” been studied?
In the late 90s I worked for a company that offered programmer training to meet the needs of fixing the Y2K bug. The company offered to double the salary immediately of those passing the training. 60 percent dropped out. Not scientific but seems to match some of the numbers here.
