@Sylverdrag, good point, however that's only proving the problem - not the solution. Proving "lack of downtime" is harder.

The only problem with this idea is: how do you prove a productivity improvement? How do you measure developer productivity in a way that won't be gamed?

Smart is not overrated. If they built an over-complicated and out-of-touch-with-reality system then they weren't smart after all. Smart people should write libraries so that stupid people can use them.

+1. While I don't disagree with what's said above I still think this is a very good list. Thank you for posting it. These are definitely the sorts of criteria on which I'd evaluate a programmer applying for a job. And @macnnicken, it only goes to level 3. :)
