A similar question arises in integration: What is the best message size to achieve maximum throughput. From my experience, the curve "throughput vs size" has a plateau-shape maximum around message size 1 megabyte. But Steven Burnap's comment is valid. It usually depends on several parameters and takes some measurements and experiments to be found.

You are raising gut points. But there are situations when it nevertheless makes sense to put the information in the filename. Think of mail attachments which have to be routed or processed in a rule-based fashion. If many parallel processes have to change the master file, it might become a bottleneck.

@DocBrown: If the Flow is modelled as a Petri Net or a Finite State Machine, it can be easily implemented in VBA. But this would then be a fully synchronous scheme which lacks the alleged benefits of FBP. If FBP is actually able to structure complex applications and to distribute the components seamlessly across multiple processors, VBA is definitely not the best choice as FBP programming language and development environment.

The C# FBP implementation (jpaulmorrison.com/fbp/CsharpFBP-2.3.zip) of "Component" makes heavy use of Threads. So does the Java implementation. Co-routines should be sufficient but difficult to implement in VBA. One could use Excel's inherent serialization feature which is working behind recalculation of a spreadsheet. But this would probably lead to a very limited mini-FBP.

If integer X has a modest upper limit, you could initialize an array of List objects and pre-calculate the interval lists. This would bring down the search complexity to O(1). Are your intervals overlap-free? In this case the solution would either be empty or a single interval.
