@Carson63000 We are using TFS for most current projects, but there's a large source base with few but occasional updates on VSS that no one's willing to pay the migration to TFS. I'm not on the team that uses it more often so I'm OK with a few lines of code once in a while

For me it's not clear that Scrum is just a project-management methodology, a but that's just my opinion and doesn't add that much to the discussion. The main point is Agile ain't just Extreme Programming, so the argument that "No" because XP doesn't make much sense, because nowhere in Agile is written that you must do TDD or similar. But if you asked me if I would advise to do Agile without TDD, I would obviously say no.

Wrong choice of words. Let's refrase it: Agile ain't just Extreme Programming; Scrum and Kanban can also be seen as agile methodologies and neither of them enforce the use of TDD like XP does
