I guess this rule makes sense when you have developers who can be trusted with important decisions :). If you don't have such developers, you have bigger problems!

Don't you wanna add within how much time? Generally quick turn-arounds have a significant business advantage, so much so that you can pay two-three times the money for the same functionality (if implemented quickly)
